Ideally both these relationships should be clearly set out from the start, but it would be unrealistic to produce documents that provide a solution to every snag the organisation may encounter. Moreover, as the organisation will evolve, so the framework created by the documents must be capable of changing to reflect the changes that take place in the external and internal relationships.
